Regulatory Reform (Fire safety) Order 2005
Regulatory Reform (Fire Safety) Order 2005 came into force in October 2006 and introduced significant change to workplace fire safety
responsibilities. As well as simplifying the legislative regime by bringing all fire safety legislation together into one order, it introduced
the need for employers, building owners and occupiers as ‘responsible persons’ to carry out, implement and maintain a
fire safety risk Assessment.
Fire safety refers to precautions that are taken to prevent or reduce the likelihood of a fire that may result in death, each year people die or are seriously injured as a result of fires at work. Besides loss of life, fire costs UK business millions of pounds, from damage to property, loss of business and fines.
Many fires can be avoided by taking fire precautions. If a fire does break out, the effects can be minimised by having effective controls and procedures in place.
Fire safety legislation applies to all commercial premises and other buildings to which the public have access. The legislation allows businesses the flexibility to remove, reduce and manage their fire risks on the basis of the findings of a fire risk assessment.
Threats to fire safety are referred to as fire hazards. A fire hazard may include a situation that increases the likelihood that fire may impede escape in the event a fire occurring.
Who is responsible for fire safety?
The employer, owner or occupier of the premises is responsible for fire safety. In law, they are known as the ‘responsible person’

The ‘responsible person’ must manage any fire risk on your premises by carrying out and maintaining and up-to-date fire risk assessment and reviewed its regularly in order to keep it up to date.
If, having completed a fire risk assessment you need more practical advice or information your local Fire and Rescue Authority may be able to help. You may however feel more comfortable employing a fire safety specialist to help you.
